Minutes 2019-06-17 MINUTES OF THE REGULAR MEETING—CITY COUNCIL June 17,2019 Mayor Ken Carlson called a Regular Meeting of the City Council to order at 7:04 PM in the Council Chambers, 100 Gregory Lane, Pleasant Hill, CA, complete proceedings of which were electronically recorded. The meeting agenda was posted on the outdoor bulletin board at the above address on June 12, 2019 by Deputy City Clerk Juanita Davalos. 1. PLEDGE OF ALLEGIANCE 2. PRESENTATIONS 3.1 Acknowledgement of Martin Todd as Honorary Mayor for a Day Mayor Carlson introduced Martin Todd as Mayor for a Day. Mr. Todd introduced members of his family in the audience. Mayor Carlson presented a certificate to Mr. Todd and a bag of Pleasant Hill souvenirs. Mr. Todd assisted in presiding over a portion of the meeting. 3.2 Update on Regional Water Supply and Conservation - Contra Costa Water District John Burgh, Board Member of the Contra Costa Water District, provided an overview of the current water supply, how water is delivered to customers, capital improvements, and the rationale behind rate increases. 3.3 Update on Water Supply, Finances, and Investments in Infrastructure - East Bay Municipal Utility District John Coleman, Board Member of the East Bay Municipal Utility District (EBMUD), explained the services provided by EBMUD and reported on the current water supply. Mr. Coleman commented on the increase of salmon returning to the Mokelumne River. He provided an update on infrastructure spending, financial status and rate increases. 4. Reports from Councilmembers on Meetings or Conferences Attended at City Expense City Council Meeting Minutes Page 1 June 17, 2019 (A) Contra Costa Mayors' Conference Hosted by the Town of Moraga on June 6, 2019 Mayor Carlson reported he attended the Contra Costa Mayors Conference with Councilmember Harris. (B) Other Meetings Attended at City Expense None 5.2. Announcements from Councilmembers Councilmember Noack reported her participation at Relay for Life; Paradise Grad Night with the Pleasant Hill Rotary Club; and at a ride-a-long with the CORE team. Councilmember Harris reported his attendance at the Contra Costa Mayors' Conference, which was paid for by the City of Moraga. He also reported his participation at Relay for Life; as a King of the County BBQ contest judge; at a fundraising meeting for Friends of the Library; and at a ride-a-long with the CORE team. Councilmember Flaherty reported his participation at Relay for Life. He also reported his attendance at the Warriors watch party at Off the Grid; the Citywide Garage Sale; and at the ABAG annual meeting. Vice Mayor Rinn reported his participation at Relay for Life; Meals on Wheels meal delivery; as a King of the County BBQ contest judge; and at a ride-a-long with the CORE team. He reported his attendance at two mixers sponsored by the Pleasant Hill Chamber of Commerce. Mayor Carlson reported his participation at Relay for Life; as a King of the County BBQ contest judge; and as a speaker at the Danville realtors' meeting. He reported his attendance at the memorial service for former U.S. Representative Ellen Tauscher; Family Justice Center Welcome Dinner; and the Eagle Scout Court of Honor. 6. PUBLIC COMMENT Mayor Carlson opened public comment. Patrick Remer, Pleasant Hill Library, announced various activities to be held at the library which include summer reading challenge; maker and music events and Storytime. Mr. Remer expressed his amazement about the design of the new library and thanked the City Council for their work and support. Nicole Leong, Pleasant Hill, commented that Pleasant Hill is a wonderful community and that she has a young son. Ms. Leong described the assault by a homeless man against her mother who was walking with her son. Ms. Leong said that she would like to walk with her son in the area but she no longer feels safe. ADMINISTRATION AND FINANCE 8.1 Police Department Annual Update Chief Bryan Hill, Pleasant Hill Police Department, provided an update on the homeless issue in Pleasant Hill and nearby cities. Chief Hill acknowledged the assault against Ms. Leong's mother. He explained the partnership with the Coordinated Outreach, Referral, and Engagement program (CORE) and the City of Martinez to offer services to the homeless and the City's approach in dealing with the homeless. Chief Hill reported that a community resource officer has been assigned to work with the homeless and that enforcement will not solve the problem. Chief Hill described a snapshot scenario of a longtime homeless individual in Pleasant Hill (John Doe) who has had a number of arrests and psychiatric evaluations and the complications with his situation. Chief Hill introduced Michael Fisher, Program Manager for CORE. Michael Fisher explained CORE's system and strategy for working with the homeless and described a day in the life of a CORE outreach worker. Mr. Fisher described the actions taken on John Doe's case. He presented statistics and demographics regarding the homeless. Mr. Fisher cited an example of a successful outcome involving CORE and a homeless woman. Councilmember Noack described her experience of a recent ride-a-long with a CORE team and the frustration of dealing with homeless who refuse services. She asked about services for the long-term mentally ill people. Jenny Robbins, CORE, explained the State funding for the mentally ill, but notes that lack of housing is still an issue. She explains that there are strict guidelines if a person's rights are taken away. Ms.Robbins said that CORE works collaboratively with law enforcement agencies, cities, the County, and health clinicians. Councilmembers, Chief Hill, Mr. Fisher, and Ms. Robbins engaged in a discussion about violent individuals, repeat offenders, issues concerning sheltering homeless families and persons with pets. Mayor Carlson called for a recess at 8:42 p.m. Mayor Carlson reconvened the meeting at 8:48 p.m. Councilmembers and Chief Hill continued their discussion regarding the John Doe and Leong situations. Chief Hill continued his update and reported on local criminal activity statistics and comparisons with prior years. He introduced Police Captain Greg Kogler and Lieutenant Scott Vermillion. City Council Meeting Minutes Page 4 June 17, 2019 Councilmembers expressed their appreciation to Chief Hill on the accomplishments of the Pleasant Hill Police Department. 8.2 Adopt Resolution No. 34-19 Authorizing the Proposed Fiscal Year 2019/20 Master Fee Schedule Andrew Murray, Assistant City Manager, explained that the City had adopted a policy that certain fees should be increased annually based on the change in the cost of living.
